General Scope of Work
- Introduction. Housing Authority Services, a qualified, experienced, utility consultant will establish utility allowances for each dwelling unit category and unit size, which would approximate a reasonable consumption of utilities by an energy conservative household of modest circumstances, consistent with the requirements of a safe, sanitary, and healthful living environment. Your agency must meet the SEMAP indicator 4, Utility Allowance Schedule. SEMAP indicator 4 requires that your agency provide certification that an annual utility allowance review has been conducted and that the utility allowance schedule has been adjusted when there is a change of 10 percent or more in the rate for a utility since the last revision. Housing Authority Services shall review and establish housing utility allowances pursuant to Federal Law, 24 CFR 965, Subpart E-Resident Allowances for Utilities.
- Survey. Housing Authority Services shall complete an updated utility allowance survey. The survey to include the utilities and services necessary to provide housing that complies with Housing Quality Standards. “HAS” shall solicit, and collect, from either the residents or survey the appropriate energy suppliers in order to obtain current utility rates and average consumption data to develop a utility allowance schedule based on fuel source and type of housing. Form HUD-52667, Allowances for Tenant Furnished Utilities and Other Services, shall be completed, as applicable, for each unit type. “HAS” will classify utilities using the following general categories; space heating, air conditioning, cooking, electric, water heating, water, sewer, trash collection, tenant provided refrigerator or cooking range and any other specified housing services. All categories and types of utilities will be stated separately. All stated allowances will be based on type and size of unit. “HAS” will also provide your agency with a schedule identifying the monthly utility consumption amounts (e.g., kilowatt-hours per unit) that formed the basis of the dollar allowances for each unit type and bedroom size.
- Documentation. Housing Authority Services will provide your agency with all source documents, working papers, other related paperwork, and derivative calculations shall be left with, and be the property of your agency.
- Data-Base. Your agency Staff members will have the ability to printout required forms (HUD-52667) that will document the correct utility allowance for the proposed unit.
- Services. “HAS” will provide all research services not specifically mentioned above.
- Training/Support. Housing Authority Services will provide training to familiarize your agency staff in the use of the database. Toll free phone support is also offered.
- Duration. The duration of the survey will be no more than 45 days after notice to proceed is received and requested documentation is provided.
